They have been operating correctional services in Australia for almost 15 years – as a prison operator, safety and security is always the first priority.

By taking a rehabilitative approach to justice, Serco helps to make it less likely that people will return to the criminal justice system, helps rebuild lives, and reduces the financial and wider costs of crime to the public.
The 1,700-bed, state-of-the-art Clarence Correctional Centre, built on 90,000m² of rural land in New South Wales (NSW), began operations in 2020. It is the largest and most advanced correctional centre in Australia, constructed at a cost of approximately AU$800 million.
The complex features state-of-the-art security and surveillance, as well as advanced rehabilitation services. The centre is delivered as a public private partnership (PPP), with the private sector responsible for the design, construction, maintenance and operation of the facility, and ownership to be retained by the NSW Government.
Serco will operate and maintain this facility on behalf of the NSW Government for the next 20 years.
FSI’s Concept Evolution CAFM and FSI GO Mobile solutions were selected and implemented to deal with the management of contractual performance, in addition to the operational facilities management duties at the new correctional centre.
With more than 20 years’ experience in the field of PPPs, our market-leading Concept Evolution Abatement Mechanism (PayMech) is a proven and credible solution used to manage a range of PPP contracts worldwide.
The solution caters for asset management, reactive and planned maintenance, and managing abatements. It also includes the FSI GO mobile solution for managing tasks on mobile devices.
The solution was implemented and went live in 2020. What made this remarkable is that most of the system implementation by both the FSI and Serco teams was performed and completed remotely due to COVID constraints.
Soon after opening, FSI and Serco were proudly announced as finalists in the Facilities Management Association of Australia (FMA) FM Industry Awards for Excellence 2020, in the ‘Collaborative Partnership’ category for delivering in partnership an FM solution for the Clarence Correctional Centre.
The annual FM Industry Awards for Excellence are regarded as a benchmark of industry excellence, and brings together the very best in facilities management to recognise leadership, innovation and achievement.
